fail pre-employment medical test

can an employer terminate staff who fail his prerequisite employment medical check up/test due to drug use (in our case, cannabis/ganja)?

the employment act is silent this especially medical check up.

FYI, our offer letter states that the employment is conditional upon medical check up. please advise.
