May i know the panel of the DI has any rights to do the recommendation on the punishment to person to be aquired if he found guilty? How about of the panel decision is the panel not found guilty, can the panels suggest on the punishment and do the management have to follow the recommendation? Can company issue warnining letter to the person to be acquired if the panel decided he is not quilty?

Yes, the panel can make their recommendations but management has the right to follow or not the follow them. Consult the Industrial Relations Department to get their opinion also.
