I have 70 years old staff where the last contract of the agreement was issued in 2017.

The contract in 2018 was not issued but the staff continued to work with benefits till 2019.

Without a contract is this staff classified as contract staff.

I think the terms and conditions in the previous contract would still be applicable. However, if you don't have a new contract stating the starting and expiry date, that could be an continuous contract and not a yearly contract. You should seek a ruling from the Labour Department.
