Termination due to non-confirmation

Hi Sir

Would like to seek for your advice on the following scenario :-

This employee A joined us on 18-May-2019 , probation expiry date 17-November-2019, notice period during probation period is 1 month notice. For your information, there will be a final review session together with the employee A and reporting manager on 16-October-2019, subsequently on the same date, we shall serve the employee A with the non-confirmation in employment letter and the last physical day will be 16-October.

In this case, do we as an employer pay the employee from :-
1) 1 to 31 October 2019
2) 1 to 17 November 2019 plus another 1 month salary in lieu of notice?

It should pay according to 2).
