Exceeding Medical Leave

My staff have exceeded her annual entitlement sick leave  and annual sick , she is frequently sick and  I am deducting her salary for any sick leave now . I wanted to implement a new policy for 2019   ie to limit the general practitioner medical expense claim per each visit .  Is this something against labour law if I implement such limit policy ?  what if I decide not to bear any medical expenses after the annual sick leave entitlement  depleted , is this consider against labour law  ?   I would really appreciate if you can kindly advise your best experience feedback , thank you .

There is no provision in the Employment Act .for employers to pay for medical expenses. Employers can fix their own rates.
