Is this email can be consider as company policy and punishment, where was the penalties stated not cleared.

This email is for you to understand your responsibility with respect to company assets. All employees must take appropriate measures to present loses arising from wilful action by others, both outside and within the company, which may result in theft, loss, abuse or property damage. We need to maximum safekeeping of the company's equipments, fixed assets and general property. Please be mindful that all equipments which you use, or has been assigned to perform your jobs is owned by the company. Employee will be responsible for damage or theft that take place off company property. It's the individual responsibility of all employees to care and safeguard the company property and equipments at all times, keep it to as safe and good order condition as possible. 

It's the responsibility of the employee to notify your superior within 24 hours of loss/damage/theft to the item(s), as to the occurrence and/or explanation thereto, superior will inform HR and Admin department accordingly. If the item (s) has been stolen, company also requires to the employee to lodge police report at the nearest Police Station within 48 hours from estimated time of theft. Company may deduct from the employee, the cost of tools or equipment lost/stolen within a reasonable time, if the employee committed theft or was negligently responsible for the loss. Sincerely hope you look into this seriously. Thank you for your cooperation and understanding.

In my opinion, if you are the only one who got the email, it is a warning. If everyone got the same email, it is more an general advice, a bit strong may be.
