Early resign term contract but serve full notice period- penalty

I am working under recruitment agency for term contract.

It is stated that I have to serve for full term but I notice that with consultation between employee and agency, I can terminate the contract given 60 days notice.

However, it also stated that there could be penalty if the contract terminated permaturely.

My question is, if I serve 60 days notice but before my contract ends, can the agency impose penalty?

your real employer is the recruitment firm so you need to refer back your contract with the firm. Not the contract between firm and company where you currently work at.
