If a person accepted the offer letter, but withdraw the offer letter before the commencement day, is that any law to protect the employer? Or the employee still can accept other offer?

I think it depends on how the offer letter is worded. Not only employer faces problem when candidate rejects the offer after acceptance but also the employee may face even bigger problem when the employer retracts the offer especially when the candidate has already resigned from his employment in anticipation of joining the new company. All these can ended in fighting law suits.

Thanks for your reply.The offer letter didn't mention any terms. It mean that the company can't sue the candidate if he call the company in advance (before the start work date) to reject the offer? Cause he already sign the offer letter.Thank you.

If you don't want to accept the job, just inform them as soon as possible that you are unable to take up the job. Even there is no term and conditions, if any party suffers loses as a result of the rejection or withdrawal of offer, can also sue if they want.
