Company require staff to pay for the company loss due to their frequent "Emergency Leave" without valid reason nor inform to the company of their absence. Is it proper for the company doing so in this case as certain staff always using this way for not coming to work when in peak period.

A more proper way is to give written warnings. If they continue to do it, sack them.
