Terminate Employee during Probation

I am an HR. I have a staff whose 3 months probation will end in another 2 weeks and as per offer letter, 1-month notice is required during probation. We have provided her ample training and talked to her about her less than satisfactory performance and also resorted to transferring her to another department, but without improvement. We have decided not to extend her probation after informing her the results of her evaluation. My questions are:

1) Can we terminate her without any warning or letter of advice in advance?

2) Is a letter of termination with the1-month notice compulsory or just a verbal notice?

3) What can we do if she seeks Labor Office help.

You may use whatever methods, she still has the right to seek help at the Labour Office. If she does that what you can defend your case there.
