how long after you are given a written notice of suspension must you be informed as to why you are being suspended?

You can refer to Section 14 of the EA for some guidance.

I make over 2,000 so I am not covered under the Employment Act.  Also you referenced Termination of contract.  Thank you for the information, however I'm still wondering

As in Section 14 of the EA mentioned earlier, that section does not mentioned any time limit for holding the DI after suspension. It only says after due inquiry.   Since the 14 days of suspension the employee must be paid at least half pay, one may say the employer must pay full salary to the worker for any period after 14 days. So, if the employer keeps delaying holding DI, he will have to keep paying full salary. Contact the Labour Department see whether there is any court ruling about such time frame you were asking.

Keep trying, you will get it, eventually. Or, pay a personal visit there and have a good discussion.
