Use a voice recording that without consent in Domestic Inquiry

Currently I involved in a domestic inquiry, that said I scold a staff with "Bodoh"My questions are:1) Can the witness present a voice recording that he recorded without any consent?2) How can I object to this?

You can raise your objection with the chairperson of the DI panel. It's up to him to rule on it.
