Complying Act for SMEs

Dear Sir/Madam, my company has manual employees whose salary is below RM2.5k, office/executive employees whose salary range from RM1.8k to RM4k, managers whose salary above RM4k.

Under such circumstances, when we need to amend the HR policies, which act shall we comply to, Industrial Relations Act 1967 (2010 revision) or Employment Act 1955 (2012 revision). 

Please advise. Thank you.

You can provide better or same as those in the Acts but not less favourable.
