Time in working times

I would like to inquire on working hours, my outlet manager just gave out a memo regarding working time in and time out, in the memo staff who come to work 1 min late will be deducted 30 minutes pay, the problem that I'm facing s that in order for us to log in to our time in sys out pc has to be online, so in the mornings the pc thens to slow startup in 10 to15 min, I even sent a video to my manager several occasions, my question is can they do deduction this way, as clocking in most be done via pc, my manager even said "even if I come in at 8 am (we start work at 9am) and pc start up at 9.01 am we are considered late and 30 min will be deducted from salary, newd advice, pls help in a delima

If such a small problem could not be solved, I think you might have to bring the matter up with the Labour Department if your salary were deducted as you alleged.
