Letter of Warning for Leaving Early during Working Hours

Dear My Labour Law,

Recently, one of my staff (on probation) returned to office to dropped off another colleague, with another 30 minutes to go before working hours end.  She decided to go home instead of continuing to get into her work station.

The company has proposed to issue her a letter of warning for her misconduct.  I felt that this is too much, as a verbal warning should suffice.  Is the company entitled to issue the letter, or would it be seen as constructive dismissal, should the staff is not confirmed at a later stage?

Just give her a pep talk for her not to do it again.
