Resgination during the contract

i just joined a new company this August 2016. In my contract stated, i need to complete the first 12 months of employment contract and if I resign during the first 12 months period, i need to compensate the company my two months salary and also i need to give two months notice. 

My question is, is it stated in Labour Act that i need to complete both which is, I need to give two months notice and I still need to pay two month salary if I still in my 12months of employment contract?

You have a contract, you follow the contract and has nothing to do with Labour Act here. You either give 2 months notice or 2 months salary in lieu.
