Hi may I know;

1) if any employee earning MYR 6000 per month as an IT (not manual) professional is covered under employment law.?

2) If they are not covered can I prorate the medical leave based on their joining date for that calendar year?

3) If any employee is covered under employment law, can we prorate sick leave or should it be given in full for the calendar year irrespectove of the joining date. For e.g in year 2015 if an employee joined in Nov 2015, should I still give him 12 days till Dec 2015? ie 12 days for 2 montsh of work in 2015?

The employee is obviously not covered by the Employment Act. You have to look at the contract see if there is a clause about prorating sick leave.
