hi, i would like to ask if every month my boss keep dragging staff wages, can we directly resign without giving notice?

There are 2 terms of employment which are applied and implied. 

Coming to work daily without anyone forcing you to do so is a sign that you have gone into an employment with the company. Therefore intending to resign will apply the employment act terms (if you are within the EA coverage) of S12 EA that requires you to serve 4 weeks notice (<2 years service), 6 weeks (2 - <5 years) and 8 weeks notice (>5 years service). 

Better be safe than sorry. Else you will have to pay the company the notice period instead. 

As for the wages, they need to pay the salary by the 7th of the following months. If they fail to do so, go to the nearest labor office to lodge a complaint against the company.
