Pro-rate leave for a staff

I want to know what does pro-rate leave means? I am new in HR as my background is actually FNA. Hence need your kind advice. 

There is a staff in the company who tendered his resignation on 4/11/14. The company policy on tendering is 3 month notice. Since he tendered on 4/11/14, his last date is supposed to be on 4/02/15. But according to my MD, I need to pro-rate his leave.. Appreciate yous kind assistance in explaining me the meaning of pro-rate leave and when will be his late date of working.

It means you calculate leave entitlement based on the number of completed months of service. Ask your MD what should be his last date i.e. to prorate up to the date of tendering resignation or the last date of the notice. If still not sure, consult the Labour Department.
