Can fire an employee without paying him?

I have a staff who does his own business during working hour, he also ask his colleagues to help him sell the products.
Is this reason good enough to fire him with immediate effect and without layoff benefits?

If you have enough evidence, conduct a domestic inquiry first before you make any decision.

May I know what is "domestic inquiry"?
You mean I need to investigate this matter with the staffs who get involved and also talk to this staff individually?

So after I talk to the staffs who get involved and confirm this employee does his own business during office hour, I can sack him without layoff benefit, is that right?

Since you don't know what is DI, I would suggest you pay a visit to the Industrial Relations Department and get some official advice. If you just do it your way, you may have a problem if that staff were to bring the matter up with the Industrial Relations Dept about his dismissal. Get their advice first before you do that.
