unpaid leave

one of colleague in my office would like to apply for 3 months unpaid leave.  according to our company terms of employment, we entitle to the unpaid leave up to 14 days only per year. but, there is a clause in that terms of employment stated that for application of more than 14 days and not more that 60 days of unpaid leave, shall be submitted to the Head Department for their approval.  so, is it possible for my colleague to get approval for the 3 months unpaid leave? is there any other clause in the Employment Act mentioned about the maximum day of unpaid leave?  Thank you.

Your colleague will have to ask the management about it.
