my current employment is on contract basis renewalable every 3 years. Throughout this contract period, my basic salary is fixed without an annual increment. Increment of less than 3% is only given at the time of contract renewal - which hardly covers the annually inflation rate we are currently experiencing!

I have written to  HR in advance of my contract renewal but did not get any response from them. When I called in and asked, the manager said that the only way I could do is to request for a yearly contract instead of 3 year cycle in order to enjoy the increment benefits. Help! What's your advice?

secondly, if I were to change the contract term, will it affect my loan application in future?

I am not sure whether they are keen to revew the contract or not. Anyway, whether it is 3 year or 1 year contract, you have to negotiate properly about the terms and conditions. There is no other way except to negotiate.
