Dear Sir

I would like to find out if an employee who is scheduled to work on shift that falls on public holidays, is he entitled to claim OT since it's public holidays though he is given a fixed shift allowance every month?

Yes, if he works overtime in excess of the normal hours of work, he should be paid overtime wages accordingly. Shift allowance is a different thing.
