overtime with authorised from superior

If the employer have company policy and state that before employee start overtime need to submit an overtime request form (ie, the form have an estimate time to overtime) and approved by the superior.

I found that some of the employee may claim the overtime but hang around after office hours.

Does they any Employment act show that the employer can reject they claim if the employee did not get the authorised before overtime?

Have tighter control over overtime work first before you start rejecting. Overtime can be abused if not properly controlled.
