Appointment letter vs employment contract

I join a new company 3 month ago. After join i found that what their say/promise when interview is totally different.

I sign their appointment letter, in the appointment letter stated if i resign in less than 6 month or before confirmation got to pay back company 6 month salary. If resign after confirmation got to pay back company all salary paid to you (from your date of commencement until last day of your service).

Want to ask:

1. Does the statement is valid? Can appointment letter also a employment contract? (i search from internet say  letter of appointment is not a substitute for an employment contract.)
